Dutt also served as the Governor of Chhattisgarh. He had served the Army in the 1971 war with Pakistan as an emergency commissioned officer. He was awarded the Sena Medal for Gallantry.
In the IAS, he served as Defence Secretary from July 2005 to July 2007. Upon superannuation, he was appointed Deputy National Security Adviser, and in 2010, he was appointed Governor.

The Tribune, now published from Chandigarh, started publication on February 2, 1881, in Lahore (now
in Pakistan). It was started by Sardar Dyal Singh Majithia, a public-spirited philanthropist, and is
run by a trust comprising five eminent persons as trustees.
