Chief Secretary Atal Dulloo convened a meeting with all Administrative Secretaries and Deputy Commissioners to assess the quality of grievance disposal by various departments and the offices of Deputy Commissioners on the ‘JK Samadhan’ grievance portal.

During the meeting, the Chief Secretary observed a live demonstration of the ‘JK Samadhan’ grievance portal, which showcased certain grievances registered by citizens. He used the opportunity to assess both the timelines within which grievances were resolved and the quality of responses provided by the departments concerned.

The Chief Secretary directed the administrative heads to appoint Nodal officers, not below the rank of Deputy Secretaries, to monitor the quality of grievance disposal within their departments. He emphasised the importance of seeking clarifications from citizens rather than prematurely closing grievances, particularly when the submitted material did not provide sufficient grounds for further action.

In addition, he urged the district administration to increase awareness of the ‘JK Samadhan’ portal among residents to simplify the grievance registration process. He encouraged the departments to boost citizen registration and ensure all grievances, including those received through physical modes, were uploaded onto the portal.

Dulloo also called on the Department of Public Grievances to provide super access to the Administrative heads and Deputy Commissioners to the analytical dashboard relevant to their respective departments and districts. He further instructed them to prepare for the launch of an AI-based updated version of the portal by February this year.

Secretary of Public Grievances, Aijaz Asad, gave a demonstration of the public grievances portal to the Chief Secretary. He disclosed that a more comprehensive AI-based version, ‘JK Samadhan 2.0’, is currently under development through BISAG-N and is expected to be ready by February.

Regarding the action taken on the directions issued earlier by the Chief Secretary, Asad revealed that an analytical dashboard had been created and demonstrated during the meeting. He also stated that Deputy Commissioners had been granted access to monitor all grievances registered within their districts to ensure quicker resolution.
