In 2022, the government formed a committee to investigate the recruitment process and its findings were submitted in February 2024 after which the matter was forwarded to ACB. Upon verification, ACB registered an FIR at its Central Jammu Police Station this year.
During the investigation, it was found that the vendor failed to meet mandatory technical and eligibility criteria at various levels as the company had no earlier experience in major recruitment. It was also found that the vendor relied on documents of another firm to meet the criteria.
The government order stated, “Sanction is hereby accorded to the blacklisting of M/s LMES IT LLP, and Maharaj Krishan Wali, private vendor from participating in any recruitment-related bid to be conducted by the Government of Union Territory of Jammu & Kashmir under Rule 151 of GFR, 2017”.
