The properties belonged to Mohd Shafi Bara and Ghulam Mustafa of Monbal, who are accused in a long-pending terrorism case. According to the police, the attachment has been executed in connection with a case registered at the Handwara police station.

The police said the attachments were carried out under a court order dated June 20, issued under Section 83 of the Criminal Procedure Code (CrPC), allowing property seizure from proclaimed offenders. According to officials, both men exfiltrated to Pakistan and have since been coordinating terror activities in the region.
