MHA agrees to review legal aspects of 30-year domicile rule in Ladakh

It is after January that the representatives of people of Ladakh on Tuesday met the Ministry of Home Affairs (MHA) panel in New Delhi where discussion regarding the domicile of the Union Territory (UT) besides other issues was held.

The representatives of people in form of Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) were waiting for the meeting for past many months. Their demands include Statehood, inclusion of Ladakh into Sixth Schedule of Constitution, separate Public Service Commission and two seats of Lok Sabha (presently one).

A member of KDA, Sajad Kargili in a statement said that consensus has been reached in the High Powered Committee meeting with the MHA over qualification of a person as a domicile of Ladakh. “To qualify as a domicile of Ladakh, a citizen must show continuous residence from 2019 (15-year prospective). Leh Apex Body and KDA pushed for a 30-year domicile — MHA agreed to review it’s legal aspect” kargili said.

He said that the next meeting will be scheduled for next month during which discussion on Public Service Commission will be held.

The meeting of High-Powered Committee (HPC) was chaired by Minister of State for Home Affairs Nityanand Rai. Officials from Intelligence Bureau and other government departments were present during the meeting.
