A statement issued by the police said the initiative is aimed at helping Investigating Officers (IOs) adopt the latest techniques, standard practices and investigative skills to expedite and improve the quality of investigations in UAPA cases.

In his address, Kashmir IGP Vidhi Kumar Birdi emphasised the significance of the training and briefed the officers on key aspects of the programme. He highlighted the importance of effectively utilising the UAPA to address security challenges, while enhancing investigative skills for increased efficiency. “I urge the officers to adhere to established procedures and deepen their understanding of the UAPA in order to conduct investigations in a logical and systematic manner,” said the IGP. He further stressed the need for meticulous case management, focusing on the admissibility of evidence and the development of clear action plans.

Birdi also underscored the importance of maintaining high standards in documentation, including writing comprehensive case diaries, preparing memos and drafting well-structured charge sheets to secure convictions. He encouraged the officers to master both digital and physical evidence collection, ensuring a robust foundation for each case. “Improving your drafting skills for preparing FIRs, memos and charge sheets will enhance the quality of investigations,” the IGP added. Additionally, he urged IOs to focus on improving the disposal rate of cases under investigation and ensure follow-up in court to secure convictions. Calling the programme a vital opportunity for professional growth, Birdi motivated the participants to sharpen their expertise in handling UAPA cases.
