DC reviews industrial approvals, asks officials to expedite clearances
A meeting of the district-level committee was held on Friday under the chairmanship of Deputy Commissioner (DC) Himanshu Jain to consider cases for in-principle approval under the Right to Business Act, 2020, for regulatory clearances, and under IBDP 2017 & IBDP 2022 for providing benefits such as CLU/EDC exemption and SGST reimbursement for setting up industrial units in Ludhiana. A review of the DBIIP, Ludhiana, was also conducted.
While providing details, DC Himanshu Jain mentioned that one of the major achievements of the policy was the simplified approval procedure for incentives for micro, small and medium enterprises (MSMEs). All new projects, as well as those for expansion or modernisation, can apply through the “Business First” portal to obtain all regulatory clearances and fiscal incentives online in a time-bound manner.
The DC also disclosed that under the Right to Business Act, four cases were approved for in-principle approval. These units can now commence construction activities and are required to obtain regular approvals within 3.5 years from the date of issue of these approvals.
Similarly, SGST reimbursement for 14 units has been approved, amounting to Rs 6.06 crore under the Industrial and Business Development Policy (IBDP), 2017. Additionally, CLU/EDC exemption has been granted to one unit, amounting to Rs 74,38,734 under IBDP, 2022.
The DC further informed that this policy will boost industry morale, as more industries will come forward to get the benefits of the scheme. The policy has multiple benefits as beside huge fiscal benefits the monitoring of applications are done by the highest authorities of the departments for the various clearances to be given on time, he stated.
During the meeting, a review of DBIIP, Ludhiana, was also undertaken, and departments including the DRO, PPCB, MC Ludhiana, Labour and Factories were directed to clear pending matters within the stipulated timeframes to support the Government of Punjab’s vision of promoting ease of doing business.
