Industrialists, especially plot holders in Focal Points, where land was provided to them by the PSIEC on lease are sore over the state government’s notification which provides for submission of 50 per cent registration charges to the PSIEC at the time of sale of plots.

Pankaj Sharma, president, Association of Trade and Industrial Undertaking (ATIU), and other executive members condemned the notification, which came about four months ago.

Sharma added that initially, the plot holders had to pay leasehold charges to the PSIEC at the time of allotment of plots. Afterwards, if the plot holders wished to make their plots freehold, they had to pay the freehold charges, which depended on the circle rate, to the Municipal Corporation. Except of these, no other condition was laid by the PSIEC earlier, he said.

After paying twice, if the industrialists wish to sell the plot, the owners will then have to again pay 50 % of the Circle Rate of the area, which at times run in lakhs of rupees, to the PSIEC.

This is just a baseless rule, which puts additional burden on the plot owners, maintained the industrialists.

“How can the government expect the plot owners to pay tax multiple times. When the PSIEC allotted plots, it never mentioned in the deed that any such tax would be imposed on the plot owners. Secondly, after handing over the Focal Point area to the MC, it ceases control over Focal Point, especially when the property tax is collected by MC. However, due to the lack of clarity from the government over actual control of Focal Point, the plot owners have to face the embarrassment,” said Sharma.

ATIU members, including Anil Sachdeva, senior vice president, Sanjeev Gupta, vice president, Sanjay Gupta, Bhushan Gupta, Vaneer Gupta, Suman Kuplish, Rishab Gupta, Capt RK Mittal and other executive members held a meeting to condemn these directions of the PSIEC and also appealed to the government to withdraw it immediately as all major business development have come to a halt in absence of clarity.
