PM Viksit Bharat Rozgar Yojna to create over 3.5 cr jobs: Mandaviya

Labour and Employment Minister Mansukh Mandaviya on Monday said the newly launched Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) would create over 3.5 crore jobs across the country, describing it as a “historic step” in the government’s resolve to build a Viksit Bharat (developed India).

“With an unprecedented outlay of Rs 1 lakh crore, this scheme will not only generate over 3.5 crore jobs but also empower our youth with employability, dignity and social security,” Mandaviya said as the official portal of the scheme went live today.

The scheme, approved by the Union Cabinet on July 1 and formally launched by Prime Minister Narendra Modi during his Independence Day address on August 15, is a Central sector programme aimed at incentivising job creation across all sectors, with a special focus on manufacturing. Benefits will apply to jobs created between August 1, 2025, and July 31, 2027.

Mandaviya said the initiative would “open doors of opportunity for millions of young Indians” and “strengthen the social security net while boosting India’s growth story.”

Employers can now register on the dedicated portals — pmvbry.epfindia.gov.in and pmvbry.labour.gov.in. First-time employees will have to generate a Universal Account Number (UAN) through Face Authentication Technology available on the UMANG App.

The scheme has two components. Part A offers first-time employees a one-time incentive equivalent to their average one-month wage (Basic + DA) up to Rs 15,000, disbursed in two instalments. Employees with a gross wage of up to Rs 1 lakh are eligible.

Part B supports employers by providing an incentive of up to Rs 3,000 per month for each additional employee — both first-timers and re-joinees — for at least six months. While incentives will be paid for two years in most sectors, manufacturing establishments will receive benefits for up to four years. Employers must add at least two workers (if they have fewer than 50 employees) or five workers (if they have 50 or more) on a sustained basis to qualify.

Even exempted establishments under the EPF & MP Act are covered, provided they file their returns and generate UANs for all employees.
