Keeping up Twitter tirade against the state government of which he is the constitutional head, West Bengal Governor Jagdeep Dhankhar on Sunday pulled up TMC Rajya Sabha member and party’s national spokesperson Sukhendu Sekhar Ray for suggesting that Dhankhar should have acted on the basis of the letter sent to him by CM Mamata Banerjee and convene the Budget Session of the state assembly next month.

“Response @Sukhendusekhar spokesperson @AITC regarding return by Guv of CM recommendation to summon Assembly is in ignorance of constitutional Rules of Business that require Cabinet approval for summoning. Why assail valid constitutional step of Guv,” he tweeted.

“The stance is ex facie untenable as is apparent from peremptory prescriptions in the Rules of Business under article 166(3) of the constitution. Assembly summoning can take place only in pursuance to a Cabinet decision to this effect and not otherwise,” Dhankhar said in the tweet.

Dhankhar, in yet another tweet, said, “Surely as distinguished parliamentarian @Sukhendusekhar is aware that under article 163 “Council of Ministers with the CM as the head aids and advises the Governor in exercise of his functions. Expect him to take appropriate steps rather than generating optics”.

The Governor, who is having a running feud with the CM, had yesterday returned her recommendation to convene Assembly session from March 7, saying the proposal did not meet constitutional requirements.
