The Municipal Corporation did not have khasra numbers of 85 colonies falling under its jurisdiction. These colonies are exempted from NOCs for registration of sale deeds and sanction of construction plans.

Property owners in such colonies had been exempted from seeking NOCs in 2012. The colonies include Bazigar Basti, Ranjit Nagar A, Ravidas Nagar, Virk Colony, Dashmesh Nagar, Anand Nagar, New Officer Colony, Khalsa Nagar and others across the city.

As per the Municipal Corporation (MC) records and decision taken in its General House meeting in 2012, development works in such colonies were carried out from the revenue of the Municipal Corporation and other means and the areas were adjusted in the Patiala local planning area proposed land use plan of 2009-31. The corporation in its meeting stated that reports were being prepared on the roads and streets in the colonies and facilities provided to the residents. This was after the government had stopped issuing construction plans in all colonies in the state.

While the list of 85 colonies was passed in the meeting, their boundaries were not earmarked and notified. As a result, the colonisers started incorporating areas outside such colonies and getting construction plans cleared without seeking requisite NOCs.

Boundaries of the colonies were earmarked on Google map during the tenure of former municipal commissioner Gurpreet Singh Khaira in 2019. Yet the MC did not identify their khasra numbers.

Municipal Commissioner Aaditya Uppal said the corporation had marked the boundaries on Google map only. He said, “We need a patwari to identify their khasra numbers. I have now sent a request to the Deputy Commissioner’s office for formation of a joint team of the Revenue Department and the Municipal Corporation for identification of the khasra numbers of the colonies.”
