Buyers fail to get property registration deeds, tehsildars’ explanation sought

In what appears to be a major deficiency in delivery of public service, the buyers of properties are not given registration deeds even several days after registration at the tehsil offices in different parts of the state.

This has been revealed in a random check by the Additional Chief Secretary (ACS)-cum-Financial Commissioner Revenue (FCR), Anurag Verma.

Taking a serious note of the matter, the ACS-cum-FCR has asked the Deputy Commissioners of Ludhiana and Amritsar to seek explanation from the Sub-Registrars (tehsildars) concerned and send a report to him within five working days.

Sharing details, Verma told The Tribune over the phone on Tuesday that the random calls made to some of the buyers, who got their property sale deeds registered before Sub-Registrar Amritsar-1, Ludhiana East and Ludhiana West, revealed that in many cases, the copies of property sale deeds registered even on January 24 had not still been handed over to the buyers.

“This is a serious matter and calls for an explanation of the Sub-Registrars concerned,” he wrote in a memo to the Ludhiana and Amritsar DCs.

Verma has asked all deputy commissioners in the state to ensure that the registered documents in all Sub-Registrar and Joint Sub-Registrar (tehsil) offices were handed over to the buyers immediately after registration.

“On the directions of the CM, we are making random checks of various services and facilities made available at the tehsil offices across the state to ensure accountability, responsiveness, and transparency in delivery of public services and ensure aam aadmi (common man) did not face any hardship or exploitation while visiting these offices,” he said,

while asserting that the state government adopted a zero tolerance policy for any lapse or inconvenience to public during the delivery of services.

Recently, Verma had found that 98% of CCTV cameras at the Punjab tehsil offices were lying defunct, for which he had directed the DCs to make them functional by January 31.
