A complaint has been filed with the Chief Minister’s Office and the Punjab Vigilance Bureau against alleged issuance of multiple NOCs by the Local Government Department for the sale of plots illegally carved out of agricultural land at Radiala and Bago Majra villages in Kharar.

Complainant Chamandeep Singh Natt has alleged that over 16,000 NOCs have been issued in Kharar. He alleged that multiple NOCs were being issued in the name of individuals on the basis of sale agreements or powers of attorney executed before March 18, 2018. But the land chunks mentioned in the NOCs have been bought much after that, some purchased by colonisers in 2024.

He said the colonisers had not applied for the regularisation of colonies under the Punjab Laws (Special Provisions for Regularisation of Unauthorised Colonies) Act, 2018. They were instead getting NOCs for individual plots in their names and selling these further. He said the nexus between officials and colonisers was depriving the government of CLU fee, external development charges and the licence fee.
