Governor Gulab Chand Kataria appointed Prof Rattan Singh as the new Vice-Chancellor of Jagat Guru Nanak Dev Punjab State Open University, Patiala. A legal luminary with an expertise in constitutional law, Prof Rattan Singh has teaching and research experience of over three decades.
An alumnus of Guru Nanak Dev University, Amritsar, Prof Rattan Singh has served as Head of the Department of Law at GNDU and Director, University Institute of Legal Studies, Chandigarh.
He has accomplished UGC projects on “Right to education: Some pitfalls and policies of govt – A study with special reference to state of Punjab” and “Subordinate judiciary in India under stress and strain”.
He has also authored several books.
