Property rights for ‘lal dora’ dwellings in Punjab

With the Assembly elections round the corner, the Congress government in Punjab has decided to give property rights to dwellers of houses within the “lal dora” in 12,720 villages and cities across the state.

Each beneficiary would be issued a red card (property card) free of cost, which would serve as the title of the property. The dweller can then sell the property or take a loan against it.

To include the intended beneficiaries in urban areas, an old scheme, “Mission Lal Lakir” launched by then CM Capt Amarinder Singh, has been rechristened as “Mera Ghar, Mere Naam”.

Chief Minister Charanjit Singh Channi said the Revenue Department had been mandated to undertake drone surveys of such properties for digital mapping.

The beneficiaries would be given 15 days to file objections and in case no reply is received from them, the property card would be issued which would serve the purpose of registry. Earlier, this scheme was limited only to the residents of villages, but now it also covers the eligible residents of cities. Channi said people residing in houses in old localities generation after generation would also be covered.

The CM pointed out even the NRIs, who had occupied such properties, would be duly informed to raise objections to give proprietary rights to them. He said his government would soon bring legislation to safeguard the properties of NRIs settled across the globe.
