Punjab Chief Minister Bhagwant Singh Mann attended the 10th Governing Council meeting of NITI Aayog, where he raised several key issues concerning the state. He alleged that Punjab has been treated unfairly and demanded an end to the injustice and bias.

Mann emphasised that Punjab has no surplus water to share with other states. He advocated for the construction of the Yamuna-Sutlej-Link (YSL) canal instead of the Satluj Yamuna Link (SYL) canal, citing the grim water situation in the state. He pointed out that the Ravi, Beas, and Sutlej rivers are already in deficit and suggested diverting water from surplus to deficit basins.

The Chief Minister highlighted that Punjab was entitled to two-thirds of the Yamuna waters, as per a 1954 agreement between the erstwhile Punjab and Uttar Pradesh. He argued that Punjab should be included in negotiations for the allocation of Yamuna waters and that the state should receive its due rights.

Mann criticised Bhakra Beas Management Board (BBMB) for its biased approach, stating that the board has ignored Punjab’s requests to regulate water release to Haryana. He claimed that BBMB’s decision to release 8,500 cusecs of water to Haryana, despite Punjab’s objections, was against the law.

The Chief Minister also raised concerns about the deployment of CISF at the Nangal dam, stating that it was unnecessary and would further erode Punjab’s rights. He requested that the decision be revoked.

Mann demanded adequate representation for Punjab officers and officials in the Chandigarh Administration, citing a well-established convention of filling civil posts in a 60:40 ratio between Punjab and Haryana. He urged that the balance be maintained and that amendments to the Service Rules be repealed.

The Chief Minister also sought immediate release of pending arrears under the Post-Matric Scholarship Scheme for Scheduled Caste students. He highlighted that Punjab has the highest percentage of Scheduled Caste population in the country and that the scheme has been beneficial for students.

Mann emphasised the need for desilting Harike Headworks, a crucial water reservoir, and requested central government assistance for the project. He also highlighted Punjab’s commitment to building a “Rangla Punjab” - a vibrant, inclusive, and progressive state.

The Chief Minister outlined various initiatives taken by the state government, including doorstep delivery of services, healthcare reforms, and education initiatives. He also highlighted efforts to promote industrial growth, infrastructure development, and women’s empowerment.

Mann urged the central government to consider Punjab’s demands, including special industrial packages for border districts, infrastructure grants, and increased compensation for farmers. He emphasised the need for cooperative federalism and mutual collaboration to build a developed India by 2047.
