The special CBI court in Mohali today convicted three police officials, including a retired IPS officer Balkar Singh, in a 30-year-old kidnapping and disappearance case of Bhorsi Rajputan village resident Surjit Singh and sentenced them to three-year rigorous imprisonment (RI).

Those convicted include Patiala resident Balkar Singh, 62, then DSP (retired as an Inspector General of Police), Udham Singh, then posted as Jandiala Guru SHO (retired as DSP), and Sub-Inspector Sahib Singh, currently resident of Fatehgarh Churian. Fourth accused, ASI Satwant Singh, died during the trial and proceeding against him were abated.

Victim’s wife Paramjit Kaur filed a writ petition before the High Court in 1996 that on May 7, 1992, DSP Balkar Singh, SHO Udham Singh, and ASI Satwant Singh among others took away her husband Surjit Singh and Jatinder Singh and Paramjit Singh.

On April 1, 2003, the HC transferred the case to the CBI, which concluded that Surjit was taken away by the police on May 7, 1992, at 7 pm from Bhorsi Rajputan village, along with Jatinder and Paramjit and illegally detained at the Jandiala Guru police station. On May 8, 1992, afternoon they were taken by the police to Amritsar Mall Mandi interrogation centre where Surjit’s health deteriorated.

The statement of first relevant witness/complainant was recorded after 26 years of crime and case was decided after 30 years.
