Punjab: Soon, plot holders in illegal colonies to get NOC online

The Punjab Government is coming up with a unified online portal to issue no-objection certificate (NOC) to individual plot holders in illegal colonies that have been either approved or pending for approval.

Portal developed by two depts

• Plot holders in illegal colonies, which were established prior to July 2018, would get the NOCs via an online portal being developed by the govt
• The non-payment of complete regularisation fee by promoters would have no bearing on individual plot holders seeking NOC on the basis of valid documents

The online portal, being jointly developed by the Departments of Housing and Urban Development and Local Bodies, will enable beneficiaries to upload their relevant documents and get the NOC after verification as per the laid down criteria.

Chief Minister Bhagwant Mann recently directed the Secretaries of the two departments to work out criteria for the issuance of NOCs to individual plot holders. A senior government functionary said there were promoters who had failed to deposit the regular fee against the approval of their illegal colonies. “Some had deposited 10 per cent, others 20 per cent or 30 per cent of the regularisation fee with the Local Government. The details are being updated before asking the defaulting promoters to deposit the balance amount,” said the government functionary.

The non-payment of complete regularisation fee by the promoters would have no bearing on the individual plot holders seeking NOC on the basis of valid documents.

The orders have come in light of recent directions of the state’s Revenue Department to ban registration of any sale deed of plots or houses constructed in unauthorised colonies across the state. The Local Government Department and the Housing Department are the two nodal departments concerned with regulating urbanisation.

While the Housing Department has notified the list of approved colonies, the Local Government Department is in the process of providing the list. The issue of NOC for individual plot holders has been a major issue with the genuine plot holders. The individual plot holders falling in illegal colonies prior to July 2018 would get the NOCs.

Recently, the Department of Revenue, Rehabilitation and Disaster Management had pointed out that the state was facing the menace of unauthorised colonies, which are resulting in haphazard urbanisation. Residents in such colonies are bereft of basic amenities such as electricity, road, water and sewerage.
