Unruly scenes erupted in the Punjab Vidhan Sabha during a discussion on the Governor’s address, as the Opposition Congress staged a walkout in protest. The walkout was sparked by Congress MLA Sukhpal Khaira being denied the opportunity to speak.

As the Congress MLAs walked out, Finance Minister Harpal Cheema objected to the unparliamentary language used by Khaira against Speaker Kultar Singh Sandhwan. This was not the first walkout staged by the Congress; earlier, they had also walked out during the Zero Hour after Khaira was not allowed to speak.
