A case of corruption has been registered against Seem, a 1992-batch IRS officer, and security firms — Knight Watch Security Private Limited at Vasant Kunj, Innovision Limited in Gurgaon and SIS India Limited in Okhla Industrial Area and other unidentified persons, CBI sources said.

It is alleged that irregularities were committed in the engagement of the three private security agencies for augmenting security in the emergency area of the hospitals of the Delhi Government, the sources said.

The CBI has alleged that the total cost of work was approximately Rs. 10.50 crore and a huge loss was caused to the exchequer.

"Searches were conducted today on the office and residential premises of the accused in Delhi and NCR," the sources said.

Seem was on temporary deputation as Health Secretary in February 2016, when the then Secretary Amar Nath had gone on leave. His position as Secretary was confirmed in April, but he was removed from the post in August. Seem had piloted the AAP government’s flagship scheme of mohalla clinic in the national Capital.
