IPS officer's suicide: Haryana DGP Shatrujeet Kapur sent on leave after being named in FIR

Days after DGP Shatrujeet Kapur was named in the FIR related to the suicide of IPS officer Y Puran Kumar, the Nayab Singh Saini-led Haryana Government on Tuesday sent him on leave and assigned additional charge of the post to senior IPS officer O P Singh.

A 1992-batch officer, O P Singh currently serves as Managing Director of the Haryana Police Housing Corporation. He also holds additional responsibilities as Director of the Forensic Science Laboratory, Madhuban, and heads the Haryana State Narcotics Control Bureau.

Singh will now oversee the DGP’s responsibilities during Kapur’s leave period. He is due to retire on December 31, 2025.

Chief Minister’s Media Adviser Rajeev Jaitley confirmed that Kapur has been sent on leave.

Earlier, Rohtak SP Narendra Bijarnia, who was also named in the FIR, had been replaced.

The move follows growing pressure on the state government after explosive allegations surfaced in an eight-page note left by the deceased officer. The note named Kapur, Bijarnia, and several other serving and retired IAS and IPS officers.

Amid rising criticism from the Opposition over alleged atrocities against Dalits, the BJP government in Haryana is seen as attempting to send a strong signal to the community by replacing the DGP.

Earlier, the government had also cancelled Prime Minister Narendra Modi’s scheduled rally in Sonepat on October 17, which was to mark one year of the Saini government. The cancellation was seen as a direct fallout of the standoff between the deceased officer’s family and the state government over delays in conducting the post-mortem.

Shatrujeet Kapur, a 1990-batch IPS officer, took charge as Haryana DGP on August 16, 2023, and had already completed his two-year tenure. He had succeeded former DGP P K Aggarwal.

Currently, 1989-batch IPS officer Mohammad Akil, posted as Commandant General, Home Guards, is the seniormost officer in the Haryana Police. He was previously superseded by Kapur in 2023.

Another senior officer, S K Jain, Director General of the Human Rights Commission, remains posted outside the mainstream police hierarchy.

The FIR and suicide note allege administrative bias and caste-based discrimination by senior officers, including DGP Kapur, two former DGPs, ADGPs, and IAS officers. Puran Kumar had accused them of unfair treatment, irregularities in postings and Annual Performance Reports (APRs).

The tragic death of the senior IPS officer and husband of senior IAS officer Amneet P Kumar, has sent shockwaves through administrative and political circles nationwide.
