The Council of Engineers, through advocate HC Arora, has served a legal notice on the authorities concerned against a draft policy, “The Punjab one-time voluntary disclosure and settlement of building constructed in violations of the building bye-laws policy, 2021”. Kapil Arora of the Council of Engineers informed that the directorate of Local Government Department has sent a draft OTS policy for illegal constructions to all ULBs on August 9 for their comments. However, a similar policy was introduced in the year 2019 and the same was challenged by our association in the Punjab and Haryana High Court and the matter is still subjudiced, he said.
Association member Kulwant Rai said, “By introducing one-time settlement policy again and again since 2003, the prime motive of such policies as well as Punjab Model Building Bye-laws has already been lost due to illegal constructions going on in all urban local bodies in active connivance with the concerned officers of buildings branches.”
