A total of 173 data entry operators employed on outsourcing basis in the municipal corporation (MC) since 2014 have been asked to clear a test to ensure the continuity of their jobs.

“Computer skill test was to be held on Saturday, but was postponed due to some technical glitches. The next date will be announced soon,” said sources in the MC.

The test is meant for those who had got a job against the posts of data entry operator, office assistant and clerk in 2014 and had not undergone any such test. Their recruitment had been done through an agency on outsourcing basis.

Opposing the test, one of the employees said that they had appeared in a test at the time of appointment and taking a skill test at this point of time was an insult as many of them had not been working on computers at present.

Alleging irregularities in their selection process, Yogesh Tyagi, a local resident, had filed a petition in the High Court in May this year, challenging the appointments without holding a test. A large number of persons had been appointed through outsourcing on political intervention, alleged the sources.

The office of the Chief Secretary had issued a notification on November 17 to all heads of departments in the state, announcing that Part-1 (knowledge) and Part-2 (typing) of the State Eligibility Test in Computer Appreciation and Application shall be compulsory for all working clerks and all those who want to work as clerk on promotion or by direct recruitment.

“We have asked all these data entry operators or clerks to clear the typing test which is likely to be held after a week,” said Dhirender Khadgata, Additional Commissioner, MC.
