A senior Commissioner Secretary-level IAS officer has proceeded on leave in protest against what sources said because of “humiliating circumstances”.

This was confirmed by a government order, but the order mentioned it as “earned leave”.

The charge of his departments, including Industries, was given to Financial Commissioner (Revenue) Pawan Kotwal.

As per government order No 642- (JK) GAD of 2020, dated 11-06-2020, ten-day earned leave has been accorded to Manoj Kumar Dwivedi from 12 June to 21 June, 2020.

Pawan Kotwal shall hold the additional charge of Commissioner Secretary Industry and Commerce.

Commissioner/Secretary to the Government Industries & Commerce, Manoj Kumar Dwivedi, has applied for leave after a senior officer called the IAS officer over phone on June 5 and allegedly used abusive and intimidating words against him over some issue related to a report on a government scheme.

In his application for leave, the IAS officer said he was shocked by the humiliation to which he was subjected to.

Despite repeated attempt Dwivedi was not available for a comment.
