While councillors of the Municipal Corporation have no time to discuss the draft bylaws framed under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014, the implementation of the Act in the city is likely to be delayed further. The agenda was deferred in the last two House meetings. The MC has also failed to identify the vending zones so far.
Due to the delay in implementation of the Act, the number of vendors in the city markets has multiplied while the civic body is incurring financial loss.
The MC had framed the draft bylaws and invited public opinion in April this year. While the civic body received objections from city residents, the councillors are yet to give their opinion.
The agenda of the draft bylaws was put up before the House during its two meetings held in May and June this year. However, it was deferred without any discussion.
After the approval of the Rules under the Street Vendors Act, the MC had first started the process for their implementation in 2015.
The MC conducted a survey of vendors in the city and found nearly 9,000 vendors eligible for rehabilitation under the Act.
