Primary pvt teachers sans JBT/diploma to lose jobs

SHIMLA: Teachers appointed by management committees of private schools for primary classes will lose their jobs in case they failed to obtain a two-year Junior Basic Training (JBT) or Diploma in Elementary Education, which is a requisite qualification as per norms prescribed by the National Council for Teacher Education (NCTE).

Teachers appointed by management committees of private schools for primary classes will lose their jobs in case they failed to obtain a two-year Junior Basic Training (JBT) or Diploma in Elementary Education, which is a requisite qualification as per norms prescribed by the National Council for Teacher Education (NCTE).

The State Elementary Education Department has directed all deputy directors to ensure that all such untrained teachers acquired the requisite qualification by March 31, 2019, failing which their services would be dispensed.

“It has been observed that the management committees of private schools have Trained Graduate Teachers (TGTs) having B.Ed as qualification, but they do not possess two years JBT/ Diploma in Elementary Education qualification to teach primary classes as per the NCTE norms,” the letter said, adding that the Union Human Resource Development Ministry, Department of School Education and Literacy has informed the states and Union Territories (UT) that an amendment to Section 23(2) of the Right to Education (RTE) Act to extend the period to acquire education up to March 31, 2019, had been passed by Parliament.

The deputy directors have been asked to take urgent steps to ensure that all untrained teachers working in private schools acquire the minimum qualification by the due date.

It has been made clear to private schools that the services of the teachers who failed to improve the qualification will be terminated with effect from April 1, 2019, and in case the private schools did not comply with the directions of the government, they shall be recognised with immediate effect.

A large number of private schools have appointed either untrained or over-qualified teachers, but they do not possess the requisite qualification.

Virender Chauhan, president, Himachal Government Teachers Union, said the syllabus of Diploma in Elementary Education had been refined and was on par with B.ED and there was no point in adding unnecessary condition to trouble teachers when the syllabus was almost same.
