Hertzogism in South Africa.



IN a recent issue the Times gives some particulars of the method adopted by the South African Government to combat Hertzogism which appears to have obtained some degree of success among certain malcontents in provincial council elections. These elections were fought by the Nationalities on a republican programme and the results showed General Hertzog's influence both in the Free State Province and in the Dutch speaking districts of the Cape. Upon this the Times comments that when all allowance is made for carelessness in voting on less vital questions "the gains of the nationalists in the Cape Provincial Council elections are a disturbing sign of the times." The situation being admittedly one not free from some disquiet, what is of interest to us in India is the contrast that the South African mode of controlling that species of political agitation furnishes to the favourite mode of Anglo-Indian officials in India in dealing with our peaceful and legitimate agitation, viz., the constitutional propaganda in favour of self-government.
