YESTERDAY we published the text of a memorial adopted at a meeting of house-owners of Simla under the chairmanship of Mr. W.F. Fleming urging that “the Simla House Act be repeated or that at least it may not be further amended to interfere with the right of house-owners.” The following resolution was passed:—“The house-owners of Simla, European and Indian, assembled in a largely attended public meeting, protest most strongly against the proposed amendments of the Simla Act which they consider to be arbitrary, unnecessary and confiscatory of the legitimate rights of owners.” We trust it will receive the consideration at the hands of the local Government.
