The Chandigarh Housing Board (CHB) has started issuing on-the-spot challans for undergoing illegal constructions.

During a drive, which started today, flying squads of the CHB issued more than 50 challans to violators.

Sources said on the basis of challan, the CHB Secretary, while exercising the delegated powers of the Chief Administrator under the Capital of Punjab (Development & Regulation) Act 1952, would issue a notice-cum-demolition order to the violator.

In case the ongoing unauthorised construction is not stopped after the service of the notice-cum-demolition order, the Deputy Enforcement Officer will demolish the illegal structure the very next day and submit a report to the Enforcement Officer, who, in turn, will bring it to the notice of the Secretary. 

To ensure effective action against fresh unauthorised constructions, the CHB has recently formulated a policy on the direction of its Chairman. A survey of houses was conducted recently and violations were found in more than 95 per cent houses. 

A dedicated enforcement division has been created, which is headed by an Executive Engineer-level officer. The whole city has been divided into two subdivisions; each will be headed by an SDE-level officer, who has been designated as the Deputy Enforcement Officer. 

A CHB official said even as the board gave several relaxations in the bylaws to accommodate maximum number of residents, people were still carrying out illegal construction.

The CHB has also sought the help of residents in checking violations. It will not disclose the identity of the informer.


Enforcement division formed
