No discussion, 5 Bills passed in 13 minutes

The Assembly passed five important Bills without any discussion in the absence of the entire Opposition in 13 minutes on the second and last day of the winter session.

The Bills, including the Haryana State University of Horticulutural Sciences Karnal Bill, 2015, and the Haryana Gau Seva Seva Aayog(Amendment) Bills, 2015, entailing major financial implications, were passed by voice vote by the BJP legislators. What to talk of any discussion, no amendment was moved by the members.

The Haryana State University of Horticultural Sciences Karnal Bill, 2015, proposed to set up the first horticulture university at Karnal. The Union Government has made a provision of Rs 50 crore in its 2014-15 Budget for the horticulture university.

The Haryana Gau Seva Seva Aayog(Amendment) Bills, 2015, proposed to increase the number of non-official members of the Gau Seva Aayog from 12 to 16. While introducing the Bill, Education Minister Ram Bilas Sharma said after the passage of the “Haryana Gauvansh Sanrakshan and Gausamvardahn Act, 2015”, activities of the Aayog with regard to protection and conservation of cow, had increased manifold. This had necessitated the increase in the number of non-official members, he advocated.

The Haryana Private Universities (Amendment) Bill, 2015, proposed to set up PDM University in Bahadurgarh (Jhajjar) in the private sector to complement the government efforts for ensuring 30% gross enrolment ratio (GER) in educational institutions by 2020.

Indira Gandhi University, Meerpur (Amendment and Validation) Bills, 2015, was passed for smooth functioning of the university. The House also passed the Haryana Panchayati Raj(Second Amendment), Bills, 2015.
