A Touch of Human Sympathy.

THE Hon'ble Mr. Fazlnl Haque made an excellent speech in support of the resolution moved at the Bengal Legislative Council for discontinuing the exodus to the hills. He pointed out how the High Court and executive officials were doing their work without running up the hills during the summer. He said in the old days when summer exodus was not thought of, officials were more thorough in their work and knew the people better. There was a consensus of opinion that the old type of civil servants who used to carry on their work with a touch of human sympathy were far more efficient and better loved and respected than any body of men. On this point Sir Henry Wheeler, who replied on behalf of Government, did not seem to say anything beyond alluding to the triumphs of posts and telegraphs and the paper information obtained from newspapers and reports.
