100 days on, cops yet to file charge sheet

Over 100 days have passed since a case was registered against Punjabi singer Elly Mangat, but the Mohali police are yet to file a chargesheet under Section 167(2) of the CrPC. The chargesheet had to be filed within a period of 90 days.

The Special Investigation Team (SIT), formed by the Inspector General of Police (IGP), Ropar Range, has also not submitted the probe report to the lawyers of Elly Mangat. The SIT was to investigate the alleged custodial torture of Punjabi singer Elly Mangat by the police during his remand.

Elly Mangat’s lawyers GS Ghuman and GPS Ghuman, who had approached Sanjeev Kalra, Additional Director General of Police (ADGP), Punjab Police, demanding a high-level inquiry, have alleged that the singer was tortured by the Mohali police when he was taken into police custody following his arrest.

Now, the lawyers have filed a legal representation to the Director General of Police (DGP), Punjab, seeking status report of the investigation proceedings.

It is pertinent to mention here that Mangat, who is out on bail, was arrested from Sector 88 by the Sohana police after he had gone there to fight with his rival singer Rami Randhawa after setting a proper time. Both singers were involved in a verbal spat on the social media. The next date of hearing in the court is January 7, 2020.

GS Ghuman and GPS Ghuman said: “If we will not get the status reports of the probe, we will look forward to initiate legal action by way of filing a criminal writ before the High Court”.

Amit Parsad, Inspector General of Police, Ropar Range, said: “Inquiry is complete and it was done without any kind of pressure. Reports of the enquiry have been sent to the DGP, Punjab Police.”

Senior Superintendent of Police Kuldeep Singh Chahal said: “The case file was submitted to the IGP. Chargesheet can be filed only after getting the file.”
