Cabinet approves Rs 45-crore loan to Naraingarh sugar mill

CHANDIGARH: The Haryana Cabinet which met under the chairmanship of Chief Minister Manohar Lal Khattar here today approved a proposal of providing soft loan of Rs 45 crore on government guarantee to Naraingarh sugarmill for payment of outstanding amount to cane growers for 2014-15.

The Haryana Cabinet which met under the chairmanship of Chief Minister Manohar Lal Khattar here today approved a proposal of providing soft loan of Rs 45 crore on government guarantee to Naraingarh sugarmill for payment of outstanding amount to cane growers for 2014-15.

The Cabinet accorded approval for issuance of an ordinance for setting up the state’s first horticulture university at Karnal along with three regional research stations in Ambala, Jind and Jhajjar.

The main campus of the state horticulture university would be at Uchani, Karnal district. The other three research stations would be opened at Bakhtawar Raiyya village (Jhajjar), Dera village near Kala Amb (Ambala) and at Government Garden and Nursery, Jind.

The research campus of the university will be in Karnal’s Munak village. It has also been decided to transfer 97 acres belonging to regional research station, Haryana Agricultural University (HAU), to the Horticulture Department.

It gave ex-post facto approval for a one-time settlement scheme of Haryana State Cooperative Agriculture and Rural Development Bank (HSCARDB) and interest subvention scheme, 2014, for timely repayments for members of the Primary Agricultural Cooperative Societies (PACS) of Haryana State Cooperative Apex Bank (HARCO) Bank.

The objective of the scheme is to provide relief in interest liability of farmers, inculcate the habit of timely payment of loan and reduce the level of overdue of the PACS. Under the scheme, 4 per cent interest subvention is being provided to prompt payee farmer who availed or will avail crop loan from September 1, 2014, to February 28, 2016. The Cabinet also approved the extension of the ongoing scheme of the HSCARDB under which the benefit of 50 per cent interest subvention on agreed rate of interest is given to good paymasters on timely repayments by the state government up to March 31, 2018.

Ex-post facto approval to the sanction of raising of loan from the National Housing Bank, New Delhi, and furnishing of the state government guarantee in respect of the loan of Rs 150 crore for construction of 7,602 flats for weaker sections at 16 locations in the state was also given.

Compassionate appointments to Raksha, married daughter of martyr Mannu Ram, Border Security Force Inspector Satish Kumar, younger brother of martyr Pankaj Kumar and Santosh Kumari, a widow, daughter-in-law of martyr Randhir Singh were approved.

The Cabinet gave ex-post facto approval to a proposal of the Power Department for providing government guarantee in favour of Indian Overseas Bank (IOB) for obtaining a term loan of Rs 1,085.84 crore for repayment of the outstanding term loan of the Power Finance Corporation (PFC) for Deenbandhu Chhotu Ram Thermal Power Plant, Yamunanagar.

The Cabinet decided to allot 35 acres in HSIIDC’s fully developed Industrial Estate, Barhi, to the Delhi Electrical Traders Association (DETA) to facilitate the expansion of their Bhagirath Palace Market, the oldest market in Delhi, operations through setting up of an electrical and electronics market with nearly 1,200 shop-cum-offices.
