Govt amends medical education service rules

JAMMU: In a significant move, Governor NN Vohra has accorded approval to amendments made to the Jammu and Kashmir Medical Education (Gazetted) Service Recruitment Rules, 1979.

In a significant move, Governor NN Vohra has accorded approval to amendments made to the Jammu and Kashmir Medical Education (Gazetted) Service Recruitment Rules, 1979.

Consequently, the number of years for upward movement to the level of professor has come down from nine years to seven years, which is in line with the Medical Council of India (MCI) norms.

The MCI had earlier pointed out deficiencies with regard to minimum teaching and research experience required for promotion of faculty members.

The council had insisted that deviations should be met at the earliest to avoid de-affiliation of additional 100-150 seats in the two medical colleges of the state, said a Raj Bhawan spokesperson.

To satisfy the norms set by the MCI, approval has been accorded to reduce the number of years required for upward movement to the level of professor from nine to seven years, the spokesperson added.

As per the amendment, a person should have serves as associate professor in the subject concerned for three years at Government Medical College in Srinagar or Government Medical College, Jammu, before being elevated to the post of professor.

The person to his credit should also have four research papers accepted/published in indexed/national journal as first/second author on cumulative basis, said the spokesperson.

Out of the four research publications, a minimum of two research papers must be published during the candidate’s tenure as associate professor.

For the post of associate professor, a person should have served as assistant professor in the subject concerned for two years in Government Medical College, Srinagar, or Government Medical College, Jammu.

He should also have two research papers accepted/published in an indexed/national journal as first/second author during his tenure as assistant professor.

Meanwhile, for the post of assistant professor, the requisite qualification is lecturer in the subject concerned for two years in Government Medical College, Srinagar, or Government Medical College, Jammu, with one research paper accepted/published in an indexed/national journal as first/second author during the candidate’s tenure as lecturer, the spokesperson added.
