Present road map of budget implementation by July 31: Rawat

Chief Minister Harish Rawat has directed all government departments to present a road map of budget implementation in the Chief Secretary office by July 31.

He gave these directions at a meeting on budget implementation held at the Secretariat here today.

All departments were directed to work on a fast-track mode to implement the budget. The Chief Secretary was told to resolve the financial and other inter-department matters of various departments after reviewing the issues every Monday and Wednesday.

The Chief Minister said the state had to bear losses on the account of delay of four months in the budget, thus the administrative machinery would have to fill the gap as much as possible by efficient and speedy working.

He directed officials to speed up their working and not to take unnecessary time to complete the formalities for recompensing the losses.

The Finance Department should grant approvals to the proposals of various departments in a fixed time frame, he added.

The Chief Minister said the Finance Department should evolve a simple mechanism to release the fund contribution of the state government within 10 days once the Central funds were received for the Central schemes.

The Chief Minister said field implementation of all budget approvals of various departments should begin by September 15. The details of losses that various departments had to bear due to heavy rainfall must be sent in 2 to 3 days to the Chief Secretary’s office.

Rawat instructed the officials concerned to ensure constant monitoring of the working of the project reports and utility certificates as there should not be any sort of carelessness with regard to these matters.
