The High Court has directed the government to file a fresh status report regarding the appointment of teachers in the state.

During the course of hearing, the court was informed that in compliance with the orders passed by it, the Principal Secretary (Education) had filed a compliance affidavit, enlisting the steps taken by the Education Department.

It was disclosed in the affidavit that the HP Staff Selection Commission had recommended names for the appointment of 328 posts of TGT (arts), 208 posts of TGT (non-medical) and 95 posts of TGT (medical) against the requisition sent by the department on June 27, 2017. It stated that out of these recommendees, 327 candidates of TGT (arts) were offered appointment on January 8, 2019. The appointment of remaining recommendees would be made shortly. The recommendation for 540 candidates for the remaining posts is still awaited from the Staff Selection Commission. It was stated that requisition for 329 posts had been sent to the employment exchange for batch-wise appointments, whereas for 130 requisition had been sent to the ex-servicemen cell and for 20 posts to the sports cell to sponsor the candidates. There are 26 posts for specially abled persons, which are yet to be sent to the handicaped cell, due to the reason that the job quota for specially abled persons has been increased from 3 to 4 per cent and some more categories have been included. Before sending these posts to the handicapped cell, identification of posts is required to be made. After perusing the affidavit, a division bench comprising Chief Justice Surya Kant and Justice Ajay Mohan Goel observed: “It appears that the handicapped cell is yet to take effective steps to fill the posts referred/earmarked for differently abled persons.”

The court further directed the handicapped cell to expedite the process and conclude the selection process before the next date of hearing and listed the matter for further hearing on March 29.
