CBI: 3rd chargesheet filed in Manipur fake encounters

NEW DELHI: The CBI on Monday told the Supreme Court that it had filed the third chargesheet against security personnel in connection with alleged fake encounters in Manipur.

The CBI on Monday told the Supreme Court that it had filed the third chargesheet against security personnel in connection with alleged fake encounters in Manipur.

CBI Director Alok Kumar Verma on July 30 told the top court that the agency’s Special Investigation Team (SIT) had filed two chargesheets against 15 security personnel in connection with fake encounter killings and 14 of them had been charged with murder, criminal conspiracy and destruction of evidence. Verma had told a Bench headed by Justice Madan B Lokur that five more chargesheets/final reports would be filed by the end of August.

On Monday, the Bench – which perused a status report filed by the SIT – said the next status report should be filed by September 1.

The Bench postponed the hearing to September 4, when it will take up another petition filed by 355 Army men challenging registration of FIRs against them in connection with operations in Manipur and Jammu and Kashmir where the Armed Forces (Special Powers) Act (AFSPA) is in force. It also dispensed with the presence of the CBI Director for the next date of hearing.

These Army men had sought a direction to declare illegal any probe against them in areas covered under AFSPA. They challenged dilution of AFSPA contending that military operations against insurgency would be adversely affected by such probe against Armymen.

In all, there were 52 cases of fake encounter killings but the number came down to 41 as there was some duplication. The CBI SIT has completed probe only in seven cases so far. The CBI Director told the Bench that investigation into 20 more cases will be completed by the end of December.
