Indian Reforms and English Opinion.



WE do not happen to know what attitude the Special Congress will take up towards the Reforms Scheme, though we can fairly guess it. They will not forget the reception which the proposals have generally met with among all those in England whom we have hitherto regarded as our friends, and on whose help we must doubtless rely in the constitutional campaign before us. We have made no secret of our belief that this reception is due to the fact that our friends have not had either the time or the opportunity to study the proposals as carefully as we have done, and that naturally they are unable to realise our point of view. Any resolution the Congress may adopt should be framed with this fact in mind. The best thing would be to avoid a general characterisation of the scheme and to confine ourselves to urging the modifications we consider necessary.
