The Haryana Cabinet, under Chief Minister ML Khattar, today approved a proposal regarding the creation of “Work assessment norms” for the assessment of an assistant and a branch and “staffing policy” for all government offices in the state.

Fixing criteria for new posts

The formulation of “staffing policy” will fix criteria to create new posts of officers for the Haryana Government offices. This will further create an effective branch, cadre of specialists for providing proper guidance and assistance to the departments.

Also, the policy for the fixation of market rate of the land for all departments of the government, boards, corporations, Panchayati Raj institutions and urban local bodies was approved.

In the absence of crystal clear guidelines, many departments were experiencing difficulties in transferring their unutilised lands of minor nature, including abandoned paths to the private bodies, being situated in-between their lands and were a stumbling block in the fast development of their projects, besides affecting the revenue of the state.

Moreover, there is encroachment or authorised or unauthorised possession over such lands, resulting in unfruitful litigation under different relevant statutes.

The Cabinet approved the amendment in Haryana Rural Employment Guarantee Scheme, 2007, regarding the designation of the chief executive officer as district programme coordinator, MGNREG Scheme.

The delegation of the power of the Council of Ministers to the CM for the next six months under the Haryana Goods and Services Tax Act, 2017, was approved too. With the approval of the formulation of the rules under Section 56 of the Gurugram Metropolitan Development Authority Act, 2017, today the Authority can make appointments to 100 Group A and 32 Group B posts.

Another policy for the issue and utilisation of transferable development rights (TDRs) for land aggregation and development of external development works and infrastructure in the development plan area was approved.

The Cabinet gave approval to the Haryana Micro and Small Enterprises Facilitation Council Rules, 2021. During the hearing of the delayed payment cases, micro and small enterprises had informed about the difficulties being faced by them in realisation of the awards passed by the Micro and Small Enterprises Facilitation Council as the execution of the same through the Civil Courts was a time-consuming process.
