Demanding reimbursement of dues for teaching poor students under Rule 134A of the Haryana School Education Rule, and an increase in compensation, private schools have threatened to deny admissions to poor meritorious students if their demands were not met.

Rule 134A of the Haryana School Education Rules provides 10 per cent quota for students from economically weaker sections in private schools.

Last date for online registration extended

The Haryana Government today extended the last date of online registration to October 20 for recognised private schools under Rule 134A for the academic session 2021-22.

Earlier, the last date was October 17, 2021.

Giving information in this regard, a spokesperson of the School Education Department said directions had also been issued that the recognised private schools which have not registered their school name under Rule 134A on http://134a-hr.in link must inform the District Education Officer concerned through an e-mail by 5 pm of October 21. 

A delegation of the Haryana Progressive Schools Conference (HPSC) and the Integrated Private School Welfare Society (IPSWS) submitted a memorandum to the District Education Officer in Ambala today.

Prashant Munjal, state vice-president, HPSC, said: “Covid has crippled the working of schools in the past one and a half year. Now in October, the government has taken the decision to invite fresh admissions under Rule 134A, which is unrealistic as half of the session is finished. How will the new students cope up in new schools?”

In the memorandum, the associations have stated that the government has not paid schools the fee of students for the past couple of years and it is difficult to admit more children if previous outstanding dues are not cleared.

“The compensation is also not as per the Right to Education. Only meritorious students were to be given admissions under Rule 134A, but the procedure to select meritorious students is not fair and most students allotted to private schools are not meritorious,” .

Raising the issue of fake income certificates, the associations said the spirit of giving free education to poor students had totally been compromised.

“As there is no proper procedure to make income certificates, owing to this, deserving poor meritorious students are unable to get admission and all quota is consumed by opportunistic people, who obtain fake income certificates fraudulently,” the associations added.

Saurabh Kapoor, president, IPSWS, said: “The associations have requested the Education Department to stop admissions for the session 2021-22, clear outstanding dues, increase compensation, make the admission system transparent and then invite applications next year. If all these measures are not undertaken, then in protest, schools will deny admission to students and the government will be accountable for it. We will also move the Punjab and Haryana High Court against the Education Department.”
