Bill to regularise 1,731 colonies gets LS nod

NEW DELHI: With the Delhi Assembly elections less than three months away, the Lok Sabha today passed a Bill to provide property ownership rights for residents of 1,731 unauthorised colonies in the Capital impacting around 40 lakh citizens.

With the Delhi Assembly elections less than three months away, the Lok Sabha today passed a Bill to provide property ownership rights for residents of 1,731 unauthorised colonies in the Capital impacting around 40 lakh citizens.

Union Minister Hardeep Puri on Thursday in Lok Sabha said the total land under such colonies was 43,000 acres. “We need to digitally map the colonies and aim to complete the process by December 31. Around 600 of them have already been done. The maps will be uploaded on a website for anyone to point errors, if any. Puri said colonies that were on forest land or encroached upon government land would not be regularised. Nearly 9 per cent of the property comes under this category.

Also those who have carved out un-authorised colonies for the affluent will not be regularised, Puri said. He said “The National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Bill, 2019” will provide relief to those people who have been waiting long to hold ownership rights. All the beneficiaries are from the disadvantaged sections of society.

The Bill provides special provisions for the National Capital Territory of Delhi for recognising the property rights of resident in unauthorised colonies by securing the rights of ownership or transfer or mortgage in favour of the residents of such colonies who are possessing properties on the basis of Power of Attorney, Agreement to Sale, Will, possession letter or any other documents including documents evidencing payment of consideration.

Provisions of the Bill

  • Special provision for the Capital by recognising the property rights of ownership or transfer or mortgage in favour of residents of such colonies who possess properties on the basis of power of attorney, agreement to sale, Will, possession letter, or any other documents

  • The Bill seeks to levy stamp duty and registration charges on the amount mentioned in the conveyance deed or authorisation slip issued by the Delhi Development Authority
