Jammu, February 19

The state government has invited nominations from administrative secretaries for appointment of the new Chief Vigilance Commissioner (CVC) and Vigilance Commissioners in the State Vigilance Commission.

The administrative secretaries have been asked to submit nominations by March 6, 2017. “No application will be entertained by the General Administration Department (GAD) directly from any applicant,” a GAD notification said.

“Section-3 (3) of the J&K State Vigilance Commission (Amendment) Act, 2011, provides that the Chief Vigilance Commissioner and the Vigilance Commissioners shall be appointed from among persons who have been or are in all India service or in any civil service of the state or in a civil post under the state having knowledge and experience in the matters relating to vigilance, law, finance, policy-making and administration, including police administration,” the GAD notification said.

It said the GAD through its notification issued on December 29, 2011, had already issued the guidelines regarding the appointment of the CVC and VCs keeping in view the order of the Supreme Court in the PJ Thomas case.

Pertinently, the incumbent CVC and a Vigilance Commissioner are scheduled to demit office by next week whereas the other Vigilance Commissioner shall demit office next month.

“While making a nomination, a note containing reasons why in the opinion of the forwarding/sponsoring authority the person is considered to be suitable for appointment as a Chief Vigilance Commissioner/Vigilance Commissioner, including merit and integrity, should be made a part of the nomination,” said the GAD notification, adding that updated curriculum vitae, including age, educational qualification and details of all posts held by the officer since the beginning of his/her career should be also provided along with the nomination.
