ON the debate on the resolution we do not consider it proper to express our views on the basis of the imperfect summary we have before us at the time of writing. It is obvious, however, that as in the case of the Press Act the fate of Mr. Khaparde’s resolution was decided by the speeches of the Home Member and the Hon. Mr. Thompson, so in the present case the fate of the same member’s resolution was decided by the speeches of the Home member and His Honour the Lieutenant Governor of the Punjab. This prominent part which Punjab officials are beginning to take in the wider affairs of the country, whatever may be its immediate result, is bound to have an important effect both upon the policy of the Local Government and the people of the Province themselves.
