Horrible bus queue shelters

The photograph shows current yet horrible status of one of the so called ultra-modern bus queue shelters, a brain-child of the Panchkula administration. Mind you, earlier the administration had outsourced the job relating to demolition of 25 such old fashioned/outdated bus queue shelters here. Why residents have been taken for a ride in this unbecoming manner? Should someone not honestly own up the responsibility for the extant messy state of affairs as hapless passengers are, as of now, being made to bear the brunt of the highly adverse weather conditions?
