Cabinet nod to shifting dairies to city outskirts

CHANDIGARH: The Cabinet, which met under the chairmanship of Chief Minister Manohar Lal Khattar, on Thursday approved the shifting of dairies from residential areas to the outskirts of cities.

The Cabinet, which met under the chairmanship of Chief Minister Manohar Lal Khattar, on Thursday approved the shifting of dairies from residential areas to the outskirts of cities.

The decision was taken after the approval of a report of a sub-committee comprising Council of Ministers. The committee was constituted to prepare a blueprint for the development of “composite integrated dairying complexes” in urban areas.

Agriculture Minister Om Parkash Dhankar, Urban Local Bodies Minister Kavita Jain and Minister of State for Cooperation Manish Kumar Grover were members of the sub-committee.

The report chalks out three layout plans for integrated dairying complexes with the state-of-the-art facilities.

The Cabinet also approved an amendment to the Haryana Motor Vehicles Rules, 1993, so as to delegate the power of issuing learners’ driver’s licence and the test of competence for permanent licence.

As per the amendment, the powers will be delegated to Registrars of universities, Directors of medical colleges, and Principals of government institutes — colleges, aided colleges, polytechnics, ITIs, nursing colleges, pharmacy colleges, and Ayurvedic, homeopathic and Unani colleges.

This will facilitate students in obtaining learner’s licence without any hassle from their institute.

Affordable housing

The Cabinet approved an amendment to the Deen Dayal Jan Awas Yojana-Affordable Plotted Housing Policy, 2016.

Now, in high-I potential zone of Faridabad-Ballabhgarh Urban Complex and Sohana, the revised rate structure will be 75 per cent of applicable rates of residential plotted colonies.

In high-II potential zone of Panchkula, Sonepat-Kundli Urban Complex and Panipat, the revised rate structure will be 75 per cent of the applicable rates of residential plotted colonies.

In the medium potential zone, the revised rate structure will be 50 per cent of the applicable rates of residential plotted colonies.

Land record modernisation

The Council of Ministers approved the Haryana Land Records Modernisation Programme to be implemented jointly by the Haryana Government and the Survey of India at an estimated cost of Rs150 crore. The time frame for the completion of the project with the help of drone images is 15 months.

Cash credit limit

The state government has been provided with a guarantee of Rs625.93 crore for the sanction of cash credit limit (CCL) of Rs250 crore by Canara Bank and Rs200 crore by the Central Bank of India and enhancement of the CCL from Rs200 crore to Rs370 crore by Andhra Bank and Rs5.93 crore by National Capital Region Planning Board, New Delhi, to the UHBVN.

Varsity name change

An ordinance has been approved to change the name of the State University of Performing and Visual Arts, Rohtak, to Pandit Lakhmi Chand State University of Performing and Visual Arts.

Pandit Lakhmi Chand was a renowned poetof Haryana. He hadbeen honoured posthumously as Surya Kavi by the state government.

Amendment

The Council of Ministers approved amendments to the Punjab New Capital (Periphery) Control Act, 1952.

The government had notified a policy on November 10, 2017, for the grant of land use permissions for projects which have a cap on the permissible net planned area or number of provisions for any specific use in any sector. The amendment to the Act was needed as such land use permissions for these projects are to be allowed through auction.
