The HP High Court today expressed concern over influential teachers forming a cartel to ensure postings in and around district and tehsil headquarters.

The HP High Court today expressed concern over influential teachers forming a cartel to ensure postings in and around district and tehsil headquarters. It directed the state government to ensure that a maximum number of teachers, especially those whose children are to appear in board/ professional courses exams, were given an opportunity to serve at the district and tehsil headquarters.

The verdict came on a petition by a teacher who said she was shifted from Government School, Sanjauli (Shimla), to Government School, Theog, on “political” recommendation.

“The state is required to adopt a fair and transparent policy of transfer by calling for the details of all teachers whose children are to appear in the board exams or exams for professional courses... This will bring about an end to the monopoly created in favour of a few teachers and will ensure benefits to the student community as a whole,” a Division Bench said.

“...Because of the cartel created by a few employees serving in urban and semi-urban areas, influential employees manage to secure postings in and around urban areas, leaving practically no room for others,” the Bench added.
