Separate cadres of all medical colleges

SHIMLA: Finding it difficult to get senior doctors for filling posts of teaching faculty at the four newly opened medical colleges at Chamba, Hamirpur, Nahan and Ner Chowk in Mandi district, the state government has decided to separate the cadres of all the six medical colleges in Himachal Pradesh so that no doctor can at a later stage seek transfer or repatriation.

Finding it difficult to get senior doctors for filling posts of teaching faculty at the four newly opened medical colleges at Chamba, Hamirpur, Nahan and Ner Chowk in Mandi district, the state government has decided to separate the cadres of all the six medical colleges in Himachal Pradesh so that no doctor can at a later stage seek transfer or repatriation.

The Department of Medical Education issued a notification in this regard today. The Indira Gandhi Medical College (IGMC) Shimla and Tanda Medical College, Kangra, already have separate cadres.

Following this decision the posting of any doctor in a medical college shall imply absorption and permanent encadrement and the faculty opting for appointment shall have no right of repatriation or transfer to any other cadre at a later stage. This has been done as the eligible doctor would be granted an out-of-turn promotion, but he cannot change his cadre at a later stage.

The decision has been taken following problems in getting eligible candidates for the post of Professor, Associate Professor and Assistant Professor in the department of pharmacology, community medicine, chest and TB, dermatology and pathology at Dr Yashwant Singh Parmar Government Medical College at Nahan.

Not even a single doctor applied for these posts at Nahan against options invited from regular faculty members of the IGMC and Tanda Medical College and from General Duty Officers (GDOs) for permanent encadrement as none was found to be eligible.

Following this decision, the Department of Health and Family Welfare has invited fresh options from eligible regular faculty members of the IGMC and Tanda Medical College for permanent encadrement at the level of Assistant Professor in the departments of pharmacology, community medicine, chest and TB, dermatology and pathology at the medical college in Nahan.

Officials said such faculty members exercising the option shall be posted on equivalent post and such absorption would imply permanent encadrement and the faculty opting for the same shall have no right of repatriation or transfer to any other cadre.

The desirous and eligible regular GDOs (including designated Assistant Profs) working in Himachal have also been invited to exercise their option for permanent encadrement in Nahan medical college for the post of Assistant Professor in the departments of pharmacology and community medicine through promotion.
