Rajya Sabha proceedings were briefly adjourned today following a ruckus by Opposition members over a car accident of Unnao gang-rape survivor in Rae Bareli yesterday that left two of her aunts dead while she and her lawyer sustained serious injuries.
An FIR was registered against 10 persons, including BJP legislator Kuldeep Singh Sengar, already behind bars in the gang-rape case, and his brother Manoj Sengar, under Sections 302 (murder), 307 (attempt to murder), 506 (criminal intimidation) and 120B (criminal conspiracy). The UP Government has sought a CBI probe.
The Rajya Sabha descended into chaos after Samajwadi Party leader in the House, Ram Gopal Yadav, raised the matter, calling it an “attempt to kill” the survivor.
Yadav claimed while the policeman deputed for the girl’s security was “on leave”, the front and rear registration plates of the truck were covered with grease. He pointed out the survivor’s father had died after allegedly being beaten up inside a police station where he had gone to lodge a complaint, the trial of which was to start today in the Allahabad High Court.
Yadav said the UP Police took cognisance of the complaint when the survivor threatened to immolate herself. The members of almost all Opposition parties, including the BSP and the Congress, supported Yadav.
RS Chairman M Venkaiah Naidu said he had asked the Union Home Minister to take note of the matter, but the Opposition did not relent, resulting in the adjournment.
The survivor, then a 16-year-old, had last year alleged of being raped by the Bangarman BJP MLA (Kuldeep Sengar) when she had visited his house. The FIR in yesterday’s accident was lodged on the basis of a demand by the survivor’s uncle for a CBI probe into the car mishap that left his wife and a witness in the rape case dead.
Lucknow zone ADG Rajiv Krishna said the FIR was lodged on the basis of a letter from the survivor’s uncle who is lodged in Rae Bareli jail in a different case. “Once paper work is complete, the state government will recommend a CBI probe,” he said, adding prima facie, it appeared to be a case of accident. The truck has been seized and its driver, cleaner and owner have been arrested and are being interrogated. The survivor’s mother alleged the accident was a conspiracy to eliminate the girl and the members of her family who had been standing by her.
The ADG claimed the personal security guard provided to the girl was told that four persons were travelling in the car and another was to be picked up from Rae Bareli, hence there was no space for him. The ADG said still, all the allegations by the family suspecting foul play would be thoroughly investigated.
Girl on ventilator
Doctors treating the rape survivor described her condition as critical. She had suffered extensive fractures, including in the ribs, collar bone, an arm, a leg and was on ventilator, they said.
