ON another page will be found the text of a very important resolution which the Government of India have issued regarding the administration of the Arms Act. The Act has been subjected to deservedly severe criticism, and it is no exaggeration to say that of all the restrictive measures there is none which is more unpopular or has been responsible for greater discontent. For some time it has been clear that even the Government have been impressed by the objections to which the administration of the Act is open, and declarations made from time to time went to show that the Government had the matter under consideration.
