The Jammu and Kashmir Government led by Chief Minister Mufti Sayeed today described Masarat Alam as “perpetual migraine” for the police and security agencies and accused the hardline separatist leader of instigating youth in Kashmir to destabilise the PDP-BJP coalition government.

From Masarat’s PSA dossier and grounds of detention , accessed by The Tribune, it has emerged that immediately after his release from the Baramulla sub-jail on March 7 the separatist leader had allegedly “embarked upon a mission” to organise youth to destabilise the government.

Masarat was booked under the PSA and shifted to the Kot Bhalwal Jail in Jammu on April 23.

“It can be gathered that immediately after your release in March 2015, you went for a comprehensive touring throughout the Valley, especially north Kashmir range, interacting with the people especially youngsters and instigating them to show their strength and vigour to destabilise the government and create an atmosphere of uncertainty and unrest,” the government alleged in the grounds of detention against Masarat, which were signed by the District Magistrate, Budgam, on April 21, following which detention orders against Masarat under PSA were executed by the police on April 23.

“You, apparently, are hell-bent to infuse new blood in the anti-national and secessionist elements who are challenging the sovereignty and security of the state,” the government stated.

Masarat was first arrested on charges of sedition and waging war against the country on April 15. On April 23, he was booked under the PSA and shifted to the Kot Bhalwal Jail in Jammu from the Joint Interrogation Centre, Humhama, Budgam.

“It has been observed that after your release… you continued to be a perpetual migraine for the law enforcement agencies and have become a potential threat to the security of the state,” the District Magistrte, Budgam, stated in the grounds of detention.

“In order to prevent you from indulging in such activities…, your detention (under PSA) at this stage has become imperative,” the officer added.
